It could be done with fabric paint and stencils, iron-on-transfers, or a combination. I wouldn't recommend it for a more complicated design, but for the most part you're looking at blocks of color and simple lettering, with one or two more complicated shapes. You could also silkscreen this, but that seems like it might get more complicated than it's worth.
